Acting Director Specialist Supervision

Biography

Scott McKinnon is the Acting Director of Specialist Supervision. The Directorate is responsible for 5 core areas:

  • supervision of NZ’s financial market infrastructure (payments and settlement systems)
  • licensing and authorising of our regulated entities (banks, insurers and non-bank deposit takers)
  • providing expert advice to frontline supervisors through our Risk Specialists team (including operational risk/resilience and actuarial advice)
  • the modernisation of our supervisory frameworks and systems, and
  • anti-money laundering and counter terrorist financing supervision.

Each of these teams supports our stated aim of more intensive supervision.

Scott is also the Senior Responsible Officer for the Reserve Bank of New Zealand’s implementing of the Deposit Takers Act, which will modernise our approach to the supervision of banks and non-bank deposit takers.

Scott joined Te Pūtea Matua in 2012. Prior to his current appointment Scott was the Director of Prudential Supervision. He has held a number of other management roles in the Reserve Bank of New Zealand.

Before joining us, Scott worked as an in-house lawyer for one of New Zealand’s major retail banks, and prior to that in private practice, with a focus on banking and commercial law.

Scott also served as an officer in the New Zealand army for a number of years, initially as an infantry officer, and then for the Judge Advocate General.

Scott lives in Auckland with his wife and two children.
