Under Part 5D of the Reserve Bank of New Zealand Act 1989 (which has since been superseded by the Non-bank Deposit Takers Act 2013) we were required to carry out a review of the operation of the prudential regime for Non-bank Deposit Takers by 30 September 2013.
In April 2013, we published a consultation document seeking stakeholder feedback on the operation of the prudential regime for non-bank deposit takers and on a number of possible changes to the regime.
We provided a report on the outcomes of the review to the Minister of Finance, which was presented to the House of Representatives on 2 October 2013.
The report concluded the regime had largely achieved its intended objectives, but that there were a number of technical changes that could be made to help it operate more efficiently in future.
