Introduction
The NZCSD Flyer provides our customers with a series of brief notes about current matters of interest to both Registry customers and Austraclear Members.
Each item usually includes a reference to the person or section to whom further enquiries should be directed. Austraclear Membership Contact Details

If you haven't responded please do so, even if there is no change to your details let us know so we can tick you off the list.

By responding your records with us will be correct. In an emergency when you cannot access Austraclear, if your records are up to date we are able to process on your behalf, but only if we have a signed document with logons and passwords. This document must be signed by your authorised signatories. If we don't have correct documentation this could impede the processing of your transactions in these circumstances.

Austraclear System: Hours of Availability Establishment of Working Group
On 6 December 2002 we sent out a document signalling that the arrival of CLS Bank could well have a marked impact on the hours that the Austraclear system is available. The banking industry is undertaking preparatory work for the introduction of the NZD to CLS Bank, hopefully some time in 2004.
A copy of our letter of 6 December 2002 is available on our website http://www.rbnz.govt.nz/payment/austraclear/0128130.html.
In order to address the impact on the settlements industry we have asked members to nominate representatives to a Working Group which will assess the impact of CLS, particularly with respect to the hours that the Austraclear system will be available. We urge you to read the letter of 6 December and fax or email your nomination back to us by 16 December 2002.

Fixed Interest Uplifts and Lodges
A friendly reminder - The cut off time for forwarding Uplifts to our office is 4.00pm. Any uplifts that are received after this time are processed on a best endeavours basis. Due to the time required to process uplifts this rule also applies to large volumes of uplifts sent in close to the cut off time.
Original transfers for lodges that the RBNZ is registrar for (NZ Government securities, local body and some corporate paper) MUST be received by this office within 48 hrs of the lodge being confirmed on Austraclear. If we haven't received them we will contact you and you may be required to pledge a similar security to RBNZ42 until the original is received by us.
New Issues
Another friendly reminder - when purchasing a new issue that is settled with us (RBNZ42) please be aware that we have different settlement times for each issuer (these times are prior to or by 4pm). If you are going to experience difficulty in settling quickly please contact our staff, as we are required to advise the issuer if any problems are encountered.

Austraclear Usergroup Meeting - 15 November 2002
Thank you to all the members who were able to attend the meeting in Wellington. We appreciated your participation and opportunity to meet with you. A summary of the main points covered in the meeting is attached. Copies of the presentation can be obtained from Jo Woodman Smith phone: (04) 471 3608, or from our home page www.rbnz.govt.nz.
Austraclear/ESAS Network Equipment
We would like to remind members that all Austraclear/ESAS telecommunications equipment (data circuits and routers), resident at their premises is the property of the Reserve Bank.
In order to protect the integrity and security of the Austraclear/ESAS network, Rule 23.6 of the Austraclear (NZ) Rules requires that any changes to the Austraclear network equipment held at a member's premises are made only by Reserve Bank operations staff or our agents.
Accordingly we ask members to notify the Reserve Bank at least 15 days prior to any planned moves or changes affecting this equipment so we are able to work in conjunction with the member's IT people to organise and manage any circuit moves with the telecommunications provider. We appreciate your co-operation on this matter.

Austraclear New Zealand Member List
We have reduced the amount of paper we distribute. Previously the list of `Austraclear System Members and Mnemonics' has been updated and distributed with each Flyer. This list is updated monthly and posted on our web page www.rbnz.govt.nz. If you are unable to access our website please fax Jo Woodman-Smith (04-471 3834) with a request to have a hard copy mailed to you quarterly. If you have any queries relating our change in process please refer to Peter Katz on (04) 471 3711.
