Introduction
Registry Flyer provides our customers with a series of brief notes about current matters of interest to both Registry customers and Austraclear Members.
Each item usually includes a reference to the person or section to whom further enquiries should be directed. Next Austraclear Usergroup Meeting - 16 November 2001
The next Austraclear Usergroup Meeting will be held on 16 November 2001 at the Hotel Intercontinental (formerly the Park Royal) in Wellington. The meeting starts at 1.00pm and is being held prior to the FMOA conference that will begin at 2.45pm. Also, all Austraclear users and members of the FMOA are invited to drinks at the Hotel starting at 5.15pm. A draft agenda has been sent to all members' settlement managers. If you plan to attend the meeting, please advise Gillian Gardner by phone: (04) 471 3608, fax: (04) 471 3834 or email: gardnerg@rbnz.govt.nz by 10 November so we are able to finalise arrangements. We look forward to meeting all those members who can make the meeting and/or after function drinks.
New System for RBNZ Registry
On 9 July the Bank's registry was migrated from the Bank's own system to a new system which is operated by its outsourcing provider, BT Portfolio Services (NZ) Limited.
On 3 July BTPS (NZ) was sold to Computershare Limited. Computershare will be well known to many industry participants as a significant provider of global registry services particularly for equities.

United Nations (Afghanistan) Sanctions
In the light of recent events, the Reserve Bank has a responsibility to ensure that all financial institutions understand their responsibility in respect of the following international Legislation:

· United States Executive Order (24 September 2001). (http://www.whitehouse.gov/news/releases/2001/09/20010924-1.html)
· United Nations Legislation (28 September 2001). (http://www.un.org/News/Press/docs/2001/sc7158.doc.htm)
The legislation lists persons and entities believed to have connection with the Taliban and/or other terrorist activities. We have written direct to all members asking that they (and their clients), check that they do not hold securities within the depository on account of a third party listed in the above legislation. Any securities found to be held on account of a named person/entity must be immediately frozen and report the New Zealand Police Financial Intelligence Unit.
The website links provided above provide background on the respective legislation and the list of persons/entities affected. The Reserve Bank also has information about these issues on its web site www.rbnz.govt.nz. which is updated as new information comes to hand.

Austraclear/Registry Customer Service Contacts List
Attached for you convenience is quick reference guide that provides an updated list of our team that provide customer service for both our Registry, Austraclear and Depository services. We would appreciate copies of this list being distributed amongst those of your staff who have regular contact with us. If you have any queries relating this list please refer to Peter Katz on (04) 471 3711.
Fixed Interest Lodges - Changed Process
The changed process whereby all fixed interest lodges are faxed to us and then on-processed by Computershare has worked well. Please note:
(i) all original Transfer Forms must be received by us within two business days with `FAXED' marked on the original'; and
(ii) all enquiries relating to the status of the processing of lodges and uplifts should continue to be made direct to our Austraclear help desk (04) 471 3974.
Lodgement of Local Authority Loans in Austraclear
Many local authorities have issued loans, and continue to issue new loans with identical coupon rates and maturity date. Unfortunately some of these loans with identical characteristics are NOT fungible. Therefore it is important that members ensure that where there are two loans with identical characteristics the loan registration number is used to match the loan number as recorded on the register under the transferor's name.
If you are uncertain of the correct loan number, you should contact the registry on (09) 488 8700 to confirm the loan held by the seller. If the corresponding series is NOT set up in Austraclear, please contact the Austraclear transfers desk to have the loan set up.
