The NZCSD
Flyer

No 89 - September 2002

Introduction

The NZCSD Flyer provides our customers with a series of brief notes about current matters of interest to both Registry customers and Austraclear members.
We have added a new regular section which reports on the system availability over the previous twelve months. We hope you find this information interesting.

Each item usually includes a reference to the person or section to whom further enquiries should be directed. However, please also feel free to contact Peter Katz (00 644) 471 3711, email katzp@rbnz.govt.nz, on any Austraclear issue or Barry Norton (00 644) 471 3682, email nortonb@rbnz.govt.nz on Registry business.

Support Transition to Datacom - Progress Report

At the May Usergroup meeting we gave an outline of the transition project to transfer support from Austraclear Limited to Datacom effective 1 January 2003. We are pleased to report that the transition project has progressed according to the project plan and there are no significant outstanding issues. Milestones achieved include:

Between now and 1 January 2003 Datacom will continue to complete a range of accreditation tests and shadow manage the systems. We also plan to investigate development options for Austraclear/ESAS systems with Datacom in the coming months so we can be responsive to the industry requirements for clearing and settlement in New Zealand.

Security Trades Not Settling?

A security trade may not settle automatically if there is a comment against the security being traded from your portfolio1. This comment may have unknowingly to you been on the security when it was purchased.

A security that has a comment will need to have the comment removed using either FITRANSF or EQTRANSF. When using these functions you will need to use the PF2 key to delete the comment then F1 to commit the deletion. Using the space bar to remove the comment just replaces it with a line of blanks, not an empty line.

Alternatively, settlement can be made with the comment by changing the trade from Autosettle to Manual settlement.

If you require any further assistance using these functions please call the help desk on 04 471 3897

Austraclear User Group Meeting - 15 November 2002

The Financial Markets Association and the Reserve Bank have agreed to integrate the agendas for both the FMOA Conference and the Austraclear Usergroup meetings. In doing so we aim to spread quality speakers over the day and integrate sessions on related issues. The meeting will start at 11.00am on Friday 15 November 2002, in Lambton Room One at the Hotel Inter-Continental Grey Street, Wellington. A copy of the Agenda for the day is attached.

All users of the Austraclear system and/or members of the FMOA are reminded that if they are unable to attend the meeting they are nevertheless invited to meet colleagues over a few drinks and nibbles at the same venue starting around 5.15pm.

If you would like to see any specific Austraclear business issues raised at the meeting please phone me on (04) 471 3711 or email katzp@rbnz.govt.nz.

Tax Status Module Introduced

The new Tax Status Module software was introduced on 27 August 2002. The software allows issuers and paying agents of fixed interest securities to view members' tax status when making coupon or maturity payments. (Tax status options are: Resident Exempt, Non Resident Not Exempt, Resident Non Exempt, and Non Resident Exempt).
Settlement Managers have been advised of the tax status that has been loaded into the Austraclear System for their institution.

If you have not received advice of the tax status loaded into the system or you have any further queries relating to the tax status module, please contact Adrienne Barlow (04) 471 3629 or Peter Katz (04) 471 3711.

Austraclear Connection Software

Currently connection to Austraclear is via a product called Keaterm. All users will have either version 4 or 5.0c. These versions will work fine under Win9X and Win 2000, however, we cannot guarantee that they will work under WinXP. The new version of Kea 5.1 has been tested and will work under WinXP. If you require either an upgrade or new version please contact the Austraclear helpdesk on (04) 471 3897.

The cost for the Keaterm upgrade is $135.00, the cost for a new license is $520.00.

Austraclear/ESAS Systems System Availability

The Austraclear System Outage by Node graph below shows the system unavailability to customers. This graph covers one calendar year during an Austraclear/ESAS business day, for that month. Overall, the system reliability for all Austraclear users is better than 99.5% based on a 10-hour business day. (This excludes outage time for SWIFT users).

The Austraclear/ESAS Start of Day graph, shows the delay in system availability after the Final End of Day batchwork is completed over the last three months - there has been one such delay.

Neither system outage caused delay of the cash close at 4.45pm.

Typically we receive between 15 and 20 calls per month. Over 65% of calls to our technical Help Desk are for resetting Company Logon passwords. Members can assist us to reduce the number of calls by carefully managing their company logons.
