The Registry Flyer

Introduction

The Registry Flyer provides our customers with a series of brief notes about current matters of interest to both Registry customers and Austraclear Members.

Each item usually includes a reference to the person or section to whom further enquiries should be directed. HTH Lite file transfer

The HTH-Lite software enables members to transfer an electronic transaction file from their host settlement and accounting system direct into the Austraclear system. The HTH-Lite file transfer undertakes integrity checking of the mnemonics and securities used in each transaction.

HTH-Lite does not provide a message response on each transaction's status as it is processed. Nevertheless, HTH-Lite provides an efficient means for members to electronically transfer transactions and reduce operational risk.

Until recently all transactions transferred via HTH-Lite were deemed to be authorised upon acceptance by Austraclear. This limited the use of HTH-Lite by some members who wanted to retain the capacity to authorise transactions within Austraclear.

HTH-Lite has been modified so members can now choose to authorise within Austraclear those transactions transferred by HTH Lite.

Fixed Interest Uplifts

Currently members effect a fixed interest uplift by entering the transfer details into Austraclear through FIUPLIFT and faxing the transfer forms to the Reserve Bank for processing. The Reserve Bank checks that the transfer form details and the FIUPLIFT details are consistent. We then forward the transfer forms to the respective registry for processing. Once we receive confirmation from the registry that the transfer is complete we confirm the uplift on Austraclear.

If a member wants to delete an FIUPLIFT then it is essential that the member first contact our Help Desk. (Once the Help Desk is contacted we shall endeavour to stop the transfer being processed by the registry.)

If a member fails to advise us that they have deleted their uplift from the system we will require the member to re-instate the FIUPLIFT. In this case, the member may approach us to effect a reversal of the transfer on their behalf with the registry. Any reversal will be on the basis that costs incurred will be on-charged to the member.

Cut-over to the new Austraclear/ESAS systems - 8 October 2001

On 8 October we successfully cut-over to the new Austraclear/ESAS systems. Both the systems in Wellington (Production) and Auckland ( DRP) were upgraded. The Auckland machine is now fully compatible with the Wellington machine in that unlike the previous DR machine, it has a dual disk array that adds a further layer of resilience to its disaster recovery capacity. In effect the DR machine in Auckland now has the same fault tolerant hardware as the production machine.

We appreciated members' patience on both 8 and 9 October when there was a considerable amount of time each morning when the system was inaccessible due to the necessary fine-tuning of the new systems. (A reasonable analogy is the need to tune a new car engine to achieve peak performance - moving from a 4 cylinder to a V8.)

It was impractical to fine-tune the system under a simulated full production load until after the cut.

Austraclear Usergroup Meeting - 16 November 2001

Austraclear/ESAS Network Equipment

We would like to remind members that all Austraclear/ESAS telecommunications equipment (data circuits and routers), resident at their premises is the property of the Reserve Bank.

In order to protect the integrity and security of the Austraclear/ESAS network, Rule 23.6 of the Austraclear (NZ) Rules requires that any changes to the Austraclear network equipment held at a member's premises are made only by Reserve Bank operations staff or our agents.

Accordingly we ask members to notify the Reserve Bank at least 15 days prior to any planned moves or changes affecting this equipment so we are able to work in conjunction with the member's IT people to organise and manage any circuit moves with the telecommunications provider. We appreciate your co-operation on this matter.

Austraclear New Zealand Member List

We plan to reduce the amount of paper we distribute. Previously the list of `Austraclear System Members and Mnemonics' has been updated and distributed with each Flyer. A copy of this list is provided with the December Flyer but in future, this list will be updated monthly and posted on our web page www.rbnz.govt.nz. If you are unable to access our website please fax Gillian Gardner 471 3834 with a request to have a hard copy mailed to you quarterly. If you have any queries relating our change in process please refer to Peter Katz on (04) 471 3711.

New Logon File available from our Web Page

Austraclear NZ have updated the LOGIN.KTM file to reflect the final AUSTRACLEAR/ESAS network structure. [This change does not affect members who connect through the Australian network.]

Many members may still have the logon box illustrated below.

This log-on file was temporary while we transferred to the new operating system.
A new macro to provide members with the revised logon file is now available from our website www.rbnz.govt.nz

Customers with an existing Austraclear connection using KEA term, need to complete a simple update to the Login macro if they have not already done so by:

- downloading the file from the RBNZ website.
