After peaking in the early 1990s, the unemployment rate, as measured by Statistics New Zealand's Household Labour Force Survey, fell to a two-decade low of 3.5% in December 2007, which was also the peak of the GDP cycle. Over 2008 and much of 2009, the weak domestic economy saw numbers employed flatten off and fall. As a result, the unemployment rate rose quite materially.
