Recent changes to the Reserve Bank of New Zealand Act 1989 as a result of proposals by the Trans-Tasman Council on Banking Supervision

The Reserve Bank of New Zealand Act was amended in 2006 to include changes recommended by the Trans-Tasman Council on Banking Supervision. Equivalent legislation was passed in Australia around the same time. This note discusses the legislative changes.

Review of the regulation and performance of New Zealand's major financial institutions
1 March 2005
Following on from the cabinet paper submitted in July 2004 on Proposals for closer integration of trans-Tasman banking regulation and supervision, the Minister of Finance invited the New Zealand Treasury, the Reserve Bank of New Zealand, and the Ministry of Economic Development to form a joint working group and undertake a review of the regulation of major financial institutions.
In February 2005, the joint working group submitted a report to the Minister entitled Review of the regulation and performance of New Zealand's major financial institutions. Also available as a PDF file (282KB).
The Reserve Bank made public today the above paper and other related papers below that were requested under the Official Information Act.

Talking Points
The Reserve Bank provided talking points to the Minister of Finance before his February 2005 meeting with Australian Treasurer Costello.
The New Zealand Treasury have also made available the first three of these papers as well as a Treasury report (www.treasury.govt.nz).

The Reserve Bank made public today four papers completed in July and August 2004 on trans-Tasman banking regulation.
Terms of reference for development of a framework for closer integration of trans-Tasman banking regulation
A working party of the Australian
and New Zealand Treasuries, and the
relevant financial sector supervisory agencies, including the Reserve Bank of
New Zealand, the Reserve Bank of Australia
and the Australian Prudential Regulation
Authority, has been formed to develop policy options for closer integration
of trans-Tasman banking regulation. Officials are due to jointly report back to
their respective Ministers by 30 June 2004.
